For more than 30 years, C&S has been trusted by builders, engineers, and developers across Victoria to deliver reliable wall and floor solutions.
Founded by Mick Cowan and Tony Stocker as a masonry contracting business, C&S has evolved alongside the construction industry into a specialist wall and floor contractor. Today, we are one of Victoria’s most experienced installers of AAC (Autoclaved Aerated Concrete) wall and floor systems, working across residential, commercial, civil, and infrastructure projects.
C&S delivers integrated wall and floor systems designed to simplify construction, reduce site delays, and improve build efficiency. Our capabilities include AAC systems (using Hebel, Helix & Nasahi), masonry, composite and fibre-cement cladding, prefabricated and panelised wall elements, rendering and coating services, and early-stage engineering collaboration. We also deliver high-performance fire and acoustic wall systems, including solutions for renewable energy infrastructure.
Looking ahead, C&S continues to focus on systemised delivery and value-engineered solutions that make building simpler and more predictable. By working closely with builders and engineers from early design through to installation, we help improve sequencing, reduce costs, and minimise delays on site.
The business is led by Matt Foon and Connor Cowan, long-term members of the team who understand C&S from the ground up. Their focus is on sustainable growth while maintaining the care, reliability, and workmanship that have defined the business for more than three decades.

The hebel story began over 45 years ago in West Germany, when a building contractor named Josef Hebel decided to develop a more cost effective building system.
Hebel AAC (autoclaved aerated concrete) is a lightweight concrete that is formed into blocks and panels for a wide range of both loadbearing and non-loadbearing construction applications.

Hebel PowerPanelXL is now a more efficient way to build – The Hebel PowerPanelXL External Wall System, now 20% lighter.
Hebel PowerPanelXL has been designed 20% lighter without compromising the structural integrity of the panel (refer to technical information).
The Hebel PowerPanelXL External Wall System for Houses & Low Rise Multi-Residential applications has been designed for homes built using either timber or steel framing including home extensions or re-cladding of existing homes. The system consists of 75mm thick, steel-reinforced Hebel PowerPanelXL panels, fixed vertically to horizontal battens attached to the load-bearing frame.
For quick, clean construction, Hebel PowerPanelXL panels can be ordered in the stock lengths of 2400mm, 2700mm and 3000mm and in widths of 450mm and 600mm. The 600mm wide PowerPanelXL panels are also available in the additional lengths of 1200mm, 1800mm, and 2550mm (refer to technical information tables for specific details).

When installed according to specifications, Hebel products are not affected by harsh climatic conditions and will not degrade under normal atmospheric conditions.
Rapid On-site Assembly
The product’s light weight and easy workability means that it is very quick to install on site.
Easily Worked
Hebel blocks and panels can be sawn, drilled, nailed and machined using off-the-shelf tools.
Manufacturing Accuracy
The patented manufacturing process ensures that Hebel blocks and panels are always produced to size as they leave the factory meaning less on-site trimming and reduced usage of mortar and finishing materials.
Versatility
Hebel systems can be used for all applications in residential, commercial and civil applications including walls, floors, roofs, balconies and decks in both load bearing and non-load bearing construction.
